Ukraine's Procurement Landscape

Ukraine operates one of the most transparent public procurement systems in Europe, built on open data principles and shaped by international commitments.

Prozorro is the mandatory electronic procurement platform for all public purchases above UAH 50,000. Launched in 2016, it has processed hundreds of billions of hryvnias in transactions annually. In 2024, competitive purchases reached UAH 841 billion, with an average of 2.38 bidders per procedure, above the EU average.

Prozorro.Sale handles the sale and lease of state and municipal assets through online auctions, covering privatisation, surplus property, mining licences, and land rights. The platform has generated over UAH 61 billion for state and municipal budgets across more than 82,000 auctions.

Prozorro Market is the electronic catalogue for below-threshold purchases, where state buyers select goods from pre-approved suppliers. Its transaction volume grew fivefold to UAH 67.3 billion in 2024.

The legal foundation is the Law of Ukraine "On Public Procurement" (No. 922-VIII), aligned with EU procurement directives and the WTO Government Procurement Agreement, which Ukraine acceded to in 2016. The law mandates open bidding for goods and services above UAH 200,000 and works above UAH 1.5 million, with competitive dialogue for higher-value contracts exceeding EUR 133,000 (goods/services) or EUR 5.15 million (works).

Wartime adjustments under Resolution No. 1178 allow expedited and negotiated procedures for defence and critical infrastructure procurement, while maintaining transparency through mandatory post-contract reporting in Prozorro for purchases above UAH 200,000.

Reconstruction funding is reshaping the market. The EBRD deployed a record EUR 2.4 billion in Ukraine in 2024. The EU, EIB, and partner governments have mobilised over EUR 10 billion in investment commitments. International donors have agreed to route procurement through Prozorro for contracts under EUR 130,000 (goods/services) and EUR 5 million (works), creating a single point of access for domestically and internationally funded opportunities.
