GeM: The Central Marketplace

State Portals

Defence and Sector-Specific Portals
The Ministry of Defence runs defproc.gov.in. PSUs like NTPC, ONGC, BHEL, and Coal India each maintain separate procurement portals. Missing any one of these means missing contracts in your sector.

Regulatory Framework
The General Financial Rules 2017 (Chapter 6) govern all central procurement. CVC guidelines mandate transparency requirements. The Public Procurement Policy for MSEs requires 25% reservation for micro and small enterprises, with 4% for SC/ST-owned and 3% for women-owned MSEs. DPIIT-recognised startups get exemptions from prior experience and turnover requirements. EMD is typically 2-5% of estimated value, with exemptions for Udyam-registered MSMEs on GeM.
