Below EU thresholds, Spain applies its own LCSP rules. Contracts under EUR 15,000 (supplies/services) or EUR 40,000 (works) can be awarded as contratos menores without formal publication. Above those limits but below EU thresholds, contracting authorities must publish on PLACSP and follow procedimiento abierto simplificado or procedimiento abierto.
Required documentation includes the DEUC (Documento Europeo Unico de Contratacion, Spain's ESPD implementation), solvency certificates (economic and technical), a declaracion responsable confirming no prohibiciones de contratar, and for works above EUR 500,000 a certificado de clasificacion empresarial. Registration in ROLECE (Registro Oficial de Licitadores y Empresas Clasificadas del Estado) can substitute for many of these documents and is mandatory for some procedures under Article 159 LCSP.
