The regulatory framework is the Code de la commande publique, which consolidated French procurement law in 2019 and transposes EU Directives 2014/24/EU and 2014/25/EU. It governs everything from procedure selection to award criteria to contract modification rules.

Below these thresholds, contracting authorities use the MAPA (procedure adaptee), which allows more flexibility but still requires competition for contracts above EUR 40,000. Below EUR 40,000, contracts can be awarded without formal publicity.

Required candidacy documents include the DUME (the French implementation of the EU's ESPD), or alternatively the DC1 (lettre de candidature), DC2 (declaration du candidat), and DC4 (declaration de sous-traitance). Winning bidders must also produce tax and social security attestations, insurance certificates, and often a Kbis extract.
